Virginia resource and preparation pilot
Bring the existing primers and organizer topics into a consistent, source-dated learning path with specialist review and readable print layouts.

Community participation and moderation
Develop training and supervision for respectful peer discussion using fictional reports and clear role boundaries.

Accessible resource publishing
Scope one public-information deliverable: an approved dataset with definitions, or a rights-cleared episode with a transcript and source notes.

Measure the work honestly
A proposed pilot can track reviewed resources, successful navigation tasks, resolved corrections, and voluntary feedback. Those are different from people served, court outcomes, or improved health. No historical impact total is claimed here.
